This paper aims to look at the strategies of developing countries in carrying out development amidst the phenomenon of globalization. The neoliberalism system that dominates the development model of developed countries is considered less relevant to the development aspects of developing countries. This paper used the Development State theory. The method used is qualitative descriptive and comparative studies between Venezuela and South Korea. Within this, the author sees that Venezuela and South Korea have similarities and differences in their country's development strategies. The similarities are, restoring the role of the state as a control over the emergence of non-state actors in the era of globalization. Meanwhile, the differences include aspects of state intervention in the market. Venezuela fully intervenes in aspects of economic development in its country. Meanwhile, South Korea limutedly intervenes in certain aspects of its country's economic development. This shows that the role of the state in the economic development of developing countries is needed, especially in directing independent development.
